On September 25th, 2024, the Open Atomic Open Source Ecology Conference was held in Beijing. At present, the number and growth rate of open source participants in China are among the top in the world; The open-source Euler community has gathered over 20000 contributors and more than 3.5 million users; The open-source HarmonyOS project has attracted more than 340 ecological units to jointly build, with over 900 million devices installed; The Mulan Chinese Open Source License is internationally recognized.

Jin Zhuanglong emphasized that strengthening the construction of the open source system is of great significance in promoting the high-quality development of the software industry, accelerating the development of new quality productivity, and advancing new industrialization. We must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, adhere to application driven, innovation driven, and ecological cultivation, consolidate the foundation of open source development, fully unleash development potential, and empower the optimization and upgrading of industrial structure. We need to accelerate the construction of open source infrastructure.

Enhance and strengthen national open source organizations, support foundations to benchmark international advanced levels, and comprehensively improve public service levels such as industrial support, technological research, and project incubation. Build a high-quality open source community for basic software, industrial software, and other fields, supporting the increase of supply and application promotion of open source protocols. To empower industrial transformation and upgrading. Actively promote the open source model, support enterprises to establish dedicated open source offices, fill in and strengthen development gaps, and accelerate the layout of emerging fields. Establish a sound open source collaboration system and support local governments to actively explore and take the lead in open source asset evaluation, open source industry finance cooperation, and other aspects.

To optimize the open source development environment. Build an open source culture with Chinese characteristics and carry out comprehensive and multi-level promotion and popularization of open source. Promote the establishment of a talent evaluation system based on open source contributions, encourage key enterprises and universities to take the lead, and enable outstanding open source talents to grow on campus, mature in the community, and give back to society. Adhering to the principles of mutual respect and win-win cooperation, we will establish a cooperation mechanism in the field of open source and actively participate in the construction and governance of the global open source ecosystem.

Yin Yong stated that in recent years, Beijing has vigorously supported the development of software open source innovation, gathering more than half of the country's open source commercial startups, and high-quality open source projects continue to emerge. A good open source ecosystem has greatly promoted the rapid growth of Beijing's software and information technology service industry, becoming an important engine for the high-quality development of the capital's economy.

Next, Beijing will take "platform, project, talent, and cooperation" as the main work line, vigorously promote the development of the open source field, create a gravitational field of developers, funds, technology, and other factors, and help enhance China's influence and discourse power in the international open source community. We need to strengthen the open source infrastructure, accelerate the construction of the Beijing International Open Source Community, vigorously support open source software and technological innovation, encourage universities, research institutions, and enterprises to jointly carry out open source education, and cultivate more innovators with open source awareness.

To accelerate the incubation of open source projects, support the construction of open source entrepreneurship incubators, promote the implementation of high-quality domestic open source projects in key scenarios, and encourage the synchronous opening of open source hardware and software. We need to deepen international cooperation in open source, improve the service system for open source enterprises to go global, participate in the construction of important open source projects and the formulation of standard rules worldwide, and enhance the internationalization level of open source innovation.
