The Opinion proposes that by 2025, the facilities, equipment, and information technology shortcomings of ordinary ports will be basically filled, and the traffic conditions at ports will be significantly improved; Significant improvement in the intelligence level of important port facilities, equipment, and regulatory operations; The hub ports have been basically built into smart ports and play a leading and demonstrative role.
By 2030, a good ecosystem of intelligent interconnection, collaborative linkage, and efficient operation among various participating entities in ports will be initially established, and the intelligence level of some ports will reach the international advanced level. By 2035, modern ports will be basically built, leading the development of global smart ports. The Opinion specifies 17 specific requirements, among which: in terms of intelligent construction of port facilities and equipment, the Opinion proposes to encourage ports with conditions to build automated unmanned terminals, achieve real-time monitoring of facility and equipment operation status, automated container transportation and stacking, intelligent planning and scheduling of transportation vehicle travel paths, and intelligent management of the entire process of port operations.
In terms of digital construction of port operation management, the "Opinions" clearly state that information on infrastructure, logistics operation, customs clearance supervision, etc. will be gathered to form a "one database" of all factor data resources for ports. Real time monitoring of key indicators of port operation, visual display of daily port operation, analysis and handling of port abnormal events, achieving a panoramic operation management of the port in one map. In terms of precise construction of coordinated supervision at ports, the "Opinions" require the promotion of one-stop customs clearance and inspection for entry and exit transportation vehicles and drivers, and the exploration and implementation of new models for passenger entry and exit border inspection and clearance. Strengthen the application of "e-Navigation" technology, pilot the construction of a new generation of ship traffic management system, and promote the integrated development of maritime supervision and maritime security. Efficiently connect port clearance and logistics operations, strengthen two-way information exchange, and improve logistics operation efficiency.
Strengthen the information communication between ports, waterways, venues, inspection units, etc., vigorously promote paperless operations such as direct loading and unloading, release and unloading, and equipment handover, and expand the "inspection before shipment" of export LCL cargo. Promote the construction of a public information platform for aviation logistics, carry out cross-border logistics information exchange at highway ports, promote the reuse of railway waybills and customs declaration data, promote standard integration, information sharing, and business collaboration. Implement joint inspections of entry and exit transportation vehicles such as ships, aircraft, trains, and motor vehicles, and promote the integration of intelligent inspection and release of cross-border vehicles. In terms of the ubiquitous construction of comprehensive services at ports, the "Opinions" propose to strengthen the connection and linkage between different forms of logistics organizations, and build a diversified logistics service network with smooth internal and external connections.
Promote the "one order system" and "one box system" of multimodal transport, realizing the consignor's one-time commission, one-time cost settlement, and one-time insurance of goods. The entire process of multimodal transport is "not changing boxes, not opening boxes, and one box to the end", and the multimodal transport operator is responsible for the entire process. Strengthen cooperation in industries such as production, trade, warehousing, and logistics, promote the integration of smart warehousing, smart logistics, smart factories, and smart ports, and achieve the digital transformation of traditional models. Strengthen the intelligent collaborative linkage between ports and industrial hinterlands, port areas, and industrial parks, expand the pilot programs of "off-site cargo stations", "combined ports", "linkage unloading", and "departure confirmation", and broaden the accessibility of cargo transportation.
Integrate resources such as digital trade, digital logistics, and digital finance, and improve cross-border digital trade infrastructure. Support the development of new foreign trade formats such as cross-border e-commerce and overseas warehouses. Accelerate the digitalization of shipping trade and facilitate international logistics "door-to-door" services. In terms of promoting the institutionalization of regional cooperation at ports, the "Opinions" clearly support the construction of the "Bay Area Cross border Connection" and promote the "one order, two reports" of goods between mainland China and Hong Kong, mainland China and Macao. Build a smart supervision platform for Hainan Free Trade Port. Explore the intelligent intermodal logistics mode along the Yangtze River Economic Belt, optimize the "water to water transfer" logistics transportation connection, and promote the integrated development of ports in the Yangtze River Delta. Strengthen cooperation between inland ports and coastal and border ports, and build a digital western land sea new channel. Strengthen cooperation with major global ports, explore the promotion of digital bill of lading interconnection and mutual recognition, paperless delivery, and full traceability of cross-border logistics. Promote the exchange of electronic certificates related to international navigation vessels, inspection and quarantine, preferential origin, and other fields.
